In El Salvador, the Technical Norm for the Installation and Operation of Early Childhood Care Centers (2023, reformed in 2024) provides, in Article 74, that the centre have staff trained in applying first aid. The annex specifies that at least 30% of staff must be trained in first aid and in the use of fire extinguishers. The norm sets no hours or expiry, but it does make that minimum share of trained staff a condition of operation.

The Technical Norm provides for a first-aid kit with antihistamines (chlorphenamine or loratadine) and acetaminophen, and requires that any medication be given only with prior written parental authorization and a medical prescription; adrenaline is not on the kit list. In other words, there is no stock-adrenaline framework for anaphylaxis in these centres. The prudent course is to train staff to recognise a severe allergic reaction, keep authorization and prescription up to date, and safely store the medication the family provides for their child.

When a child chokes or suffers a severe allergic reaction, the difference between a scare and a tragedy is decided in the first minutes. A team in which at least part of the staff has mastered pediatric first aid and CPR responds with order and steadiness, and conveys a confidence families can feel. A standards-based certification helps meet the threshold the Salvadoran norm sets and, above all, turns that requirement into real care.
